Challenge: HUD’s Office of Multifamily Housing needed assistance in evaluating and updating its policies and procedures related to Rent Comparability Studies (RCSs) and Budget Based Rent Increase (BBRIs), both of which comprise of an integral part of HUD’s decision to renew Section 8 rental assistance contracts. HUD also needed assistance in designing and delivering a training program to various stakeholders involved in the RCS and BBRI process.
Solution: Since September 2014, SP Group has been assisting HUD in conducting compliance assessment reviews for hundreds of RCSs and BBRIs, updating policies, procedures and handbook guidance for both, BBRIs and RCSs, as well as designing a comprehensive training program and materials for various internal and external stakeholders involved in the BBRI and RCS processes.
